State Formula Grants

There are over 350 grant programs included in the IIJA. Not all of them are wholly relevant to the Upstate (e.g. mining related grants), but some are very applicable to our region and have the potential to have tremendous impact.

Here, we highlight a few grant programs that are provided to state governments, and other government entities, based on Census-driven data and formulas. These grants are typically not available for non-governmental agencies and states are given the ability to prioritize eligible projects.

This is not an extensive list of formula grants, nor an extensive list of every formula grant that is related to UMA’s lens, but rather those with, in our opinion, the highest potential, or unique, impact. Additionally, highlighted programs are all new grant programs under the IIJA. There are many other existing formula grant programs that are receiving additional federal funding. Carbon Reduction Program

Available Funding: $6 billion (5 years)

Type of Grant: Formula

Eligible Entities: State Governments

Description: Supports projects that reduce carbon emissions including congestion-relief projects, alternative transportation infrastructure (trails, bike paths, etc), upgrades for efficient technologies, and more.

Examples: Intersection upgrades, design/construction of trails, congestion relief technology, public transportation.


Available Funding: SC - $5 million/year (5 years)

Type of Grant: Formula

Eligible Entities: Local Governments, MPOs, States, COGs, Nonprofits.

Information

Formula Grants for Rural Areas

Description: Broadly speaking - grants to improve mobility and transit in non-urbanized areas (populations 50,000 or less).

Examples: Maintenance and expansion of transit operations, and more.


National Electric Vehicle Infrastructure (NEVI)

Available Funding: $5 billion (5 years)

Type of Grant: Formula

Eligible Entities: State Governments

Information >>

Description: Grants to increase electric vehicle charging infrastructure across the country.

Examples: Public charging stations, residential charging stations, etc.
